2008 बैच के गुजरात कैडर के आई. ए. एस. अधिकारी डॉ. रणजीत कुमार सिंह का जन्म बिहार के वैशाली जिले के एक गाँव देसरी में हुआ। डॉ. रणजीत कुमार ने स्नातक की डिग्री पटना कॉलेज (पटना विश्वविद्यालय) से प्राप्त की तथा आई.ए.एस. अधिकारी बनने के पश्चात एल.एल.बी., पटना लॉ कॉलेज (पटना विश्वविद्यालय) तथा पी-एच.डी. (पटना विश्वविद्यालय) की डिग्री प्राप्त की । 

बिहार राज्य में विभिन्न उच्च पदों पर कार्य कर चुके डॉ. रणजीत कुमार सिंह शिक्षा विभाग एवं पंचायती राज विभाग में निदेशक के पद पर कार्यरत थे, इससे पूर्व वे जिला पदाधिकारी, सीतामढ़ी रह चुके हैं।

उन्होंने पटना में ‘मिशन 50' नामक संस्था के माध्यम से सिविल सेवा परीक्षाओं के लिए 1850 से अधिक उम्मीदवारों को निःशुल्क प्रशिक्षण प्रदान किया है। समाज के लिए किए गए उल्लेखनीय कार्यों के लिए उन्हें 'बेस्ट लीडरशिप अवार्ड', 'महात्मा गाँधी स्वच्छ सर्वेक्षण पुरस्कार' सहित अन्य कई राष्ट्रीय और अंतर्राष्ट्रीय पुरस्कारों से भी सम्मानित किया गया है।
