The author, Mr. Alok Ranjan, belongs to the 1978 batch of the Indian Administrative Service. He did his B.A. (Hons.) in Economics from St. Stephen's College, Delhi, and MBA from I.I.M., Ahmedabad, before joining the IAS. He held charge of five important districts as Collector and District Magistrate, he got first hand experience of managing development programmes. He is a firm believer in I mobilisation of the community for I, ensuring that fruits of development I actually reach the beneficiary. | Education and literacy are a matter I of faith for him. He believes that social and economic transformation is not possible without having a literate society. His involvement in total literacy campaigns springs from his successful handling of TLC in Agra district of Uttar Pradesh.
Besides being Collector, he has worked in various capacities in the B U. P. cadre of the IAS. He has been General Manager, U.R Cement Corporation, Managing Director, 1 U.P. State Spinning Mills, Administrator and Vice-Chairman 1 of Allahabad Municipal Corporation and Development Authority and Secretary, Basic Education, U.P. Govt. He is currently Secretary, Finance, Budget Resource and Pay Commission to the Government of U.P.
लेखक भारतीय प्रशासनिक सेवा के सन् 1978 के बैच से संबंधित हैं । आई.ए.एस में आने से पहले आपने सेंट स्टीफन कॉलेज, दिल्ली से अर्थशास्त्र में बी.ए. (ऑनर्स) की तथा आई. आई.एम., अहमदाबाद से एम.बी.ए. किया । आपने कलेक्टर और जिला मजिस्ट्रेट के रूप में पाँच महत्त्वपूर्ण जिलों का कार्यभार सँभाला । आपके पास प्रबंधन विकास कार्यक्रमों का प्रत्यक्ष अनुभव रहा है। आप यह सुनिश्चित करने के उद्देश्य से समाज को गतिशील बनाने में दृढ़ विश्वास रखते हैं कि विकास कार्यों के लाभ वास्तव में पात्र लोगों तक पहुँच रहे हैं । शिक्षा और साक्षरता आपके लिए आस्था का विषय रहा है । आपका मानना है कि साक्षर समाज के बिना सामाजिक और आर्थिक बदलाव लाना संभव नहीं है । संपूर्ण साक्षरता अभियानों में आपकी भागीदारी उत्तर प्रदेश के आगरा जिले के टी.एल.सी. के सफल प्रबंधन से उद्भूत हुई । कलेक्टर होने के अलावा, आप आई.ए.एस के यू.पी. कैडर में विभिन्न पदों पर कार्य कर चुके हैं ।
आप उत्तर प्रदेश सीमेंट कॉरपोरेशन में महाप्रबंधक, उत्तर प्रदेश राज्य स्पिनिंग (कताई) मिल्स के प्रबंध निदेशक, इलाहाबाद नगर निगम एवं विकास प्राधिकरण के प्रशासक और उपाध्यक्ष तथा बेसिक शिक्षा, उत्तर प्रदेश के सचिव एवं वित्त, बजट, संसाधन और उत्तर प्रदेश सरकार के वेतन आयोग के सचिव रह चुके हैं । वर्तमान में आप मुख्यमंत्री उत्तर प्रदेश के सचिव हैं ।
